not that anyone asked but this is kent aldrich who customised his scooter as such in the style of the 1950s-1960s mods/the late 1970s-early 1980s mod revivalists
a big part of the subculture centred on scooters (usually lambrettas or vespas), and after the release of quadrophenia in 1979 which featured this bike:
it was common to see mods customise their bikes with extra mirrors and lights like this guy from leicester:
The context was that regulations had recently changed to require side mirrors on scooters, this started as gratuitous overcompliance
