as the Chinese National Health Commission slowly shifts from trying to constrain the birthrate to trying to boost it you can bet that it’s going to continue to rely on the time honoured approach of top-down edicts, quotas, and punishing over-zealous local authorities for inciting unrest by responding to the incentives that it created, and it’s going to be fascinating seeing the American discourse abruptly change tack once China is no longer the Communist Forced Abortion Nightmare of the evangelical right-wing.
