As an occasional reminder, anyone deep enough in the criminal world to receive, and especially to competently execute a hit job is almost certainly deep enough to realize that his payout-maximizing move is to approach the gang cops, detectives, or parole officers in his criminal economy, set you up, keep the down payment and book a favor from the system he can cash in later.
This sounds logical but it seems like it would only work if the person who put out the hit doesn't have any dirt on the hitman, and also if the authorities don't take the hint that you've probably done crimes in the past and start looking into them (which would be sensible for the authorities to do but I don't know if they always have policies about it).
That said my impression is that the vast majority of criminal organization-related murders are done by gang members out of loyalty or in exchange for street cred rather than by hired outside guns, which matches this model quite well.
I mean yes, that was the thing in the 80s-90s I grew up in and taught me this lesson, guys were like this crew kills people for business purposes, perfect to get rid of my pesky divorcing wife, better hang out in the lowlife bar and meet someone to slip an envelope
