Most of the stuff against that’s in federal law administered through DOT, even if you wanted to change it there’s no single elective office with leverage to campaign for (below POTUS, I guess)
Most employment drug testing regimes are at the direction of the employer’s insurer though, which is why it’d be a natural issue for a state insurance commissioner candidate on an insurgent slate
